Light or Heavy Usage?
A small water heater serving a single basin for occasional use - for example in a spare room in a residential setting - only needs to have a small capacity, and does not need a quick reheat time. But if it is in more frequent use, such as a washroom in a small workplace where these will be less than half an hour between uses then it will need something more powerful.
As well as a stored water heater, you may also want to consider an instantaneous water heater.
